Colleen was born on May 24th, 1933 to Floyd and Marie Fisk at their family home in Bartlett, ND. She attended country school through fourth grade before continuing her education in Lakota, graduating from Lakota High School in 1951.
She married Allen Belyea on February 25th, 1953 while Allen was on leave from boot camp. The new Navy bride and groom moved to Norfolk, VA while Allen completed his service with the Navy. After Allen was discharged, they moved to Larimore, ND in 1956.

After completing EMT training, she volunteered with the service for many years. She also worked as a bookkeeper for most of her life.
